Independent Reviews
Independent reviews of incidents, commands, policies and organisational culture, with clear, evidence-based recommendations and support to implement them.
Why me? I was reviewing officer and implementation lead for the recommendations following the fatal police shootings of Jean Charles de Menezes at Stockwell and Mark Saunders in Markham Square, among the most scrutinised reviews in modern British policing.
Legitimacy Impact Assessments
A structured assessment of how a new policy, technology or change programme will affect trust, both among your own staff and with the public, before it goes live.
Why me? My published research tests exactly this. My study of the Met's Palantir workforce-monitoring pilot used the Met's own Data Protection and Equality Impact Assessments to show where internal legitimacy was at risk.
AI, Ethics and Technology Governance
The central question is not simply “Can AI do this?|” It is: “Can we introduce it in a way that remains trusted, fair and legitimate?”. I offer practical guidance on the ethical and legitimate use of AI and data platforms, from procurement and impact assessments to workforce monitoring and generative AI.
Why me? I have published research on both Palantir and generative AI (Copilot Constable) in policing, and write on these issues for Policing Insight.
Staff Engagement and Morale
Diagnosing what is driving low morale, disengagement or poor retention, and designing programmes that rebuild trust between leaders and teams.
Why me? I led the Met Police Staff Investment Programme, which was independently assessed and awarded Investors in People Employer of the Year 2019. My research shows how staff experience of fairness shapes how they treat the public.
Investors in People Accreditation Preparation
Practical support to prepare for Investors in People assessment, from gap analysis and evidence gathering to leadership engagement and staff readiness.
Why me? I have taken three organisational departments from programme design to Investors in People accreditation.
Complaints and Accountability
A complaint is not simply a problem to be closed. It can be evidence about how an organisation is experienced. Analysis of complaints data and handling to identify patterns, concentrations of risk and opportunities to improve trust.
Why me? I am a recognised expert in police complaints, and my published research examines complaints across counter-terrorism and firearms commands, including the "power few" who drive a disproportionate share.
Equality, Diversity and Inclusion
Reframing EDI from a compliance exercise into a foundation of organisational legitimacy.
Why me? I hold a L7 diploma in EDI, and my research argues that fairness and inclusion are legitimacy infrastructure, with a worked example from the Casey Review.

Evidence reviews, FOI-based analysis and evaluation of policing programmes.
Why me? I hold an MSt in Criminology and Police Management from Cambridge, was Vice Chair of The Open University's Centre for Policing Research and Learning, and founded the CTPHQ Evidence-Based Review Group.
Protective Security and Martyn’s Law Readiness
Practical support for venues and organisations preparing for their new duties under the Terrorism (Protection of Premises) Act 2025, from risk assessment and procedures to staff awareness and exercising.
Why me? As former Deputy Head of the National Counter Terrorism Security Office (NaCTSO) and author of Operation Plato, the national response to marauding terrorist attack, I have led protective security at a national level. I was programme lead for ProtectUK, launched in 2022 as a national protective security platform and app.
Promotion and Assessment Coaching
One-to-one coaching for officers and staff preparing for promotion boards, assessment centres and senior selection processes.
Why me? I was a senior assessor at the College of Policing and am an accredited CMI L7 assessor, so I know what assessors look for and how to evidence it. I support candidates either individually or through group work. I am familiar with all policing assessment processes using the competency values framework including the new Korn Ferry method adopted by the Met Police.
Culture Audit and Staff Survey Design
Designing, running and analysing staff surveys that measure internal fairness into legitimacy both internal and external, turning the results into clear achievable priorities for leaders.
Why me? My research measures exactly how internal fairness shapes officer behaviour, and i have led a workforce programme to investors in people accreditation across three organisations achieving employer of the year with the highest benchmarked results across the public and military sectors.
Speaking, Training and Leadership Development
Keynotes, seminars, panels and leadership programmes on legitimacy, culture, counter-terrorism, AI ethics and accountability.
Why me? I was a Superintendent lead for training and development, a senior assessor at the College of Policing, and am a CMI Level 7 assessor. I have written extensively on a variety of policing topics and deliver these in different formats depending on audience needs. I recently delivered a bespoke course on legitimacy to L7 students at New Scotland Yard.

Why me? I combine senior strategic and operational command experience, including post-incident review following fatal police shootings, with published research on complaints and accountability. I have experience in speaking to different audiences including through interpreters to international audiences. I have worked for NGOs including Penal Reform delivering Human Rights training in Central Asia.
Coaching and Mentoring
Accredited coaching and mentoring for senior leaders and those stepping into command roles.
Why me? I am an accredited coach and mentor and a Fellow of the Chartered Management Institute, with experience of command at Superintendent level. I have set up departmental coaching schemes supporting some 2000 officers and staff.
